Transportation plays an important role in a society’s daily operation since its function is to provide a movement for persons and goods from one place to another safely and efficiently. Under the background of global warming, there are more extreme weather events, such as tropical cyclone, extreme precipitation events. Almost all modes of Hong Kong’s transportation will be affected by these events. The impact ranges from road capacity reduction, increase in transportation time to the increase in accident rate and discomfort of passengers. This research uses stochastic programming to model a multi-modal transportation network under adverse weather condition for Hong Kong and analyze the resilience of the system.
